Does the former need to be cut to the correct height too? I can’t see how we get an exact height without cutting it down …

rest a spirit level on the edge of phase 1 floor and hold a calibrated stick under the other end to check the height. It doesn’t have to be super precise, cos there will be mortar on top for the first course of blocks.

^ish, the floor is far from level so we’ll need to come up with some fancy way of filling some of the gaps at the form -> floor interface. Either that, or just stick a sheet of cardboard inside the form…

Edit: expanding foam?

It will be fine, just keep the concrete on the dry side for the base layer. Not actually dry, but with very little slump.

I’m still concerned about underfloor ventilation.

yeah, need several openings in the dirty/clean wall.
(it’d be easy to do it in the block courses, but they’d be blocked by the insulation)
