Which tool to use to create a dovetail spigot or recess on the lathe?

And which part of the tool? Tip? Mid point?

Depends on size of spiggot/ recess. Assuming you are making the spigot while spindle turning, I’d probably go parting tool and then skew but you could use just the skew or do it with a spindle gouge. Really it’s whatever you find easiest. Recess can be done with stock on faceplate/ chuck using bowl gouge - also you can get a dovetail scraper especially for the job.
