Brass collar is other option, but the P&P on for a single collar is a pain!

Drill a hole in the end of the dowel, and a hole through the metal pole, put the metal in the wood and use a screw or nail to hold it in place.
The metal rake goes into a hole in one end of the wooden pole…correct?.. where does a dowel come into it?
Polyurethane foamy glue will bond to metal
The collar is probably the better option though
