You can upload PDF files on discourse no problem. Either drag ‘n’ drop them onto the composer, or use the 
button
The file sizes 19MB and 21MB are too large (limit 8MB) to upload to discourse.
Where else can I put them and use a link?

No change. Still says limit is 8000kb ( I think it means 8000KB).
Ah! There were seperate settings for images and "attachments"
So, try one last time…
Now it sez limit is 25000kb. Perhaps it means bits.
The file sizes I want to upload are 20571298 and 18177356 bytes.
Ok, I have whacked it to the maximum possible setting. If that doesn’t work, I can upload them to our wordpress site and link to that.
Limit now 1024000kb, ie 128MB and still no joy so it looks like some sort of transfer problem from my linux box.
I’ll transfer them to my dropbox account and send you the link.
